What is 'Integrated Coastal Zone Management'(ICZM) Definition

"A continuous and dynamic process that unites government and community, science and management, sectoral and public interests in preparing and implementing an integrated plan for the protection and development of coastal systems and resources."

Human Aspects

  • Develop a series of local CZ activity stakeholder groups to identify and focus on their key areas.
  • Facilitate liaisons between stakeholder groups to promote mutual understanding & establish common interests.
  • Build trust and seek to resolve conflict.
  • Where relevant review and adopt best practices from other areas.
  • Co-ordinate & agree strategies between stakeholder groups and policymakers for sustainable coastal activities.
  • Strategies can be developed into environmentally sound local management practices that can then have a bearing on policy at county, regional, national and EU level.

Human Aspect Considerations

  • Without engaging in ICZM models may well be imposed on us from other areas and..
  • Decisions will continue to be made without local input or consensus.
  • What aspects will a successful local ICZM group contain?
  • Participate in dialogue with a responsibility towards finding consensus.
  • That stakeholder groups be representative.
  • Establish how best stakeholder interest groups can interact with each other to provide a balanced outcome.
  • Establish how to balance environmental vs social / economic needs.
  • Determine how local structures can interface with policymakers on a regular basis.

Scientific aspects - studies, surveys & monitoring data sets

Data sets

  • Oyster Co-op. Water, larvae, bonamia.
  • BIM Quality of Shellfish Waters, temp, salinity, ph, BOD, O2, ecoli, heavy metals.
  • MI, Phytoplankton, biotoxin, bacterial, viral.
  • Finfish. Water, temp, sealice, benthos.
  • EPA, MI & Fishery boards. Fresh water inflows - water nutrient levels.
  • MI, Met Eireann, Climate variables, rainfall, temp, sunshine hrs, etc.

  • Lobster stock enhancement and stock survey.
  • Salmonoid habitat enhancement.
  • Genetic interaction between wild and introduced salmon.

Scientific aspects - Predictive Management Model

  • Valuable information some of which has a 1 time only use & is archived by various agencies.
  • Data represents pieces of puzzle which can be compiled to provide a clearer picture of the Bay.
  • Review & assemble existing data.
  • Identify additional data requirements.
  • Enable enhanced co-ordination of sectoral management activities.
  • Develop scientific model to underpin a predictive bay management strategy.
